A large, regulated market with no owner of trust.

A real market, badly served. Europe demands ~6 million puppies every year. Only ~21% come from verified breeders. The rest moves through fragmented classifieds, informal networks, and cross-border grey corridors — with the buyer and the breeder carrying the risk alone.

Trust is the wedge. Whoever owns verification, kennel identity and the safe-deal track becomes the layer the rest of the market plugs into — payments, logistics, insurance and data all follow trust, not the other way around.

The third illegal economy in the EU — by value. The European Commission's December 2023 enforcement action on illegal cat and dog trade explicitly named online advertising as the traceability failure point. The new EU regulation on welfare and traceability of cats and dogs (provisional agreement 25 November 2025, enforcement from 2027) converts verification from "nice to have" into legal requirement. The compliance window is open now.

Regulatory tailwind.

EU Commission enforcement action puts political weight behind verified traceability. The 2025 EU regulation reaches enforcement in 2027. Compliant platforms become preferred channels by default.

DSA window for new entrants.

Articles 19 & 29 exempt micro and small platforms from the most costly marketplace obligations (Know-Your-Trader, transparency reports, compliance-by-design). A new entrant can build the trust-first product without the compliance debt incumbents now carry. The window narrows as we scale — and by then we already are the compliance reference.

Generalist classifieds are vulnerable.

Horizontal ad platforms face mounting regulatory and reputational pressure on the pet category. They will either restrict it or redesign at high cost. Vertical natives win by default.

A corridor strategy, not a country strategy.
